Charlatte Model T-138 medium duty tractor is a self-propelled battery powered A/C electric support vehicle designed to tow baggage, freight, mail, carts/cargo dollies, and pallet dollies. The unit is designed to withstand the severe operational requirements encountered in today's ramp environment. The chassis is designed to accommodate the battery between the front and rear wheels, which not only gives the vehicle more stability but also a lower profile for greater visibility.

The unit is capable of a top running speed of 17 mph (27 km/h) when empty and has a maximum drawbar pull of 5000 lbs (2268 kg). Power for the main drive is supplied by the Ballard Ecostar system, which combines the rear axle, motor, rear brakes, and parking brake into one unit. Power steering is provided by a hydrostatic closed center with accumulator to limit pump operation and permit fail safe brakes. The operators compartment contains all the controls and indicators necessary to drive the unit including foot operated accelerator pedal and brake pedal, directional lever, keyless power switch, light switch, and horn switch as well as a LCD display which provides information on the units operation and aids in troubleshooting.
