Charlatte Model T-140 medium duty tractor is a self-propelled internal combustion powered support vehicle designed to tow baggage, freight, mail, carts/cargo dollies, and pallet dollies. The unit is designed to withstand the severe operational requirements encountered in today's ramp environment. The chassis is designed to accommodate the engine between the front and rear wheels, which not only gives the vehicle more stability but also a lower profile for greater visibility.

The unit is capable of a top running speed of 16 mph (25.8 km/h) when empty and has a drawbar pull of 4000 lbs (1818 kg). An internal combustion engine supplies power for the main drive. The power plant utilizes a hydrostatic transmission, which increases power and versatility, while at the same time providing a braking effect. The operators compartment contains all the controls and indicators necessary to drive the unit including foot operated accelerator pedal and brake pedal, directional lever, ignition switch, light switch, and horn switch.
